Foundation Learning (FL)

What is Foundation Learning (FL)?

Foundation Learning, ‘Progression Pathways’ has been developed by LSC and QCDA to provide clear progression routes for Learners from Entry Level through Level One to Level Two. The Progression Pathways are not qualifications in themselves but will be made up of qualifications and bite size units within the new Qualification and Credit Framework (QCF) that are FL endorsed. 

All learning at Level One and below that is covered by public funding is expected to be incorporated into this framework by 2011. 

Progression Pathways have their own framework requirements, and will need to include an element of:

  • Vocational Knowledge, Skills and Understanding
  • Functional Skills
  • Personal and Social Development Learning

NOCN's Progression (QCF) Qualification, Skills Towards Enabling Progression (Step-UP) (QCF) Qualification and Functional Skills have been included in the new FL qualifications catalogue.
